Task Force Balik-Loob member agencies, together with the Chairperson and Officer-in-Charge (OIC) of Task Force Balik-Loob (TFBL), gathered at Camp General Emilio Aguinaldo, Quezon City on July 28, 2025, for an Inter-Agency Coordination Meeting to assess the implementation of Enhanced Comprehensive Local Integration Program (E-CLIP) for Former Rebels (FRs) and Former Violent Extremists (FVEs) during the 1st Semester of 2025.
Quezon City — In a reaffirmation of its steadfast commitment to peace, reintegration, and national unity, TFBL conducted its 1st Semester Inter-Agency Coordination Meeting on July 28, 2025 at the Veterans Center, Camp General Emilio Aguinaldo, Quezon City, bringing together national government partners under the banner of convergence, cooperation and compassion.
The meeting aimed to assess the implementation of E-CLIP during the 1st Semester of 2025, recalibrate strategic direction, and fortify inter-agency collaboration to ensure long-term peace, reintegration, and nation-building.
Presiding over the meeting was TFBL Chairperson Undersecretary Angelito M. De Leon, alongside Acting Asec Katherine B. Lingan, Executive Director, DND and NTF-ELCAC Management Office and LTC Joseph D Aldanese (INF) PA, OIC, TFBL.
In his opening remarks, LTC ALDANESE (INF) PA welcomed agency representatives with words of gratitude and encouragement, emphasizing the importance of synergy across government sectors. “It is my distinct honor and pleasure to welcome you all to the 1st Semester Inter-Agency Coordination Meeting of TFBL. Your presence today demonstrates our collective commitment to peace, reconciliation, and inclusive development. It is vital that we strengthen our coordination, align our strategies, and reinforce our partnerships. Through this synergy, we ensure that our FRs and FVEs will be mainstreamed back into society and empowered to live dignified and productive lives.” he said.
The meeting also featured progress presentations from lead and partner agencies, showcasing accomplishments under E-CLIP and identifying key challenges on the ground. The session served as a platform for inter-agency dialogue, shared learning, and continued refinement of reintegration efforts.
In his closing remarks, TFBL Chairperson Undersecretary De Leon emphasized the depth of commitment and solidarity displayed throughout the meeting: “Today, we strengthened our commitment not just through reports and updates but through unity of purpose. We came together, shared insights, tackled challenges, and aligned our actions toward a common goal—to help FRs and FVEs reintegrate into society and to build a nation anchored in peace and hope. Each agency here plays a vital role. You drive this mission forward. You transform lives. You build the future of communities that once lived in conflict but now look to us for support, dignity, and direction.” he stated.
Chairperson De Leon urged all agencies to maintain momentum and deepen their commitment to this whole-of-nation initiative.
The meeting concluded with renewed vigor and shared purpose among partner agencies. It underscored the foundational principles of TFBL, that lasting peace and sustainable reintegration are not the work of a single agency, but the result of collective action rooted in compassion, solidarity, and national unity.
